NetRunnersays...^ The man at the podium is not from the Chamber of Commerce, he is one of the Yes Men. He has duped members of the press into believing that he is in fact a representative of the Chamber of Commerce, and he is announcing that the Chamber is reversing its position on climate change -- in other words, instead of pretending it's not real and opposing all efforts to deal with it, they're going to jump on board, and actually push Congress to go further, e.g. stop this "clean coal" claptrap, and invest in solar.
The person who interrupts is an actual representative of the Chamber of Commerce, who wants to make clear that the press conference (and accompanying fake press release) are a hoax.
Note, however, that he does not answer the reporter who asks him to clarify the Chamber's position on climate change. He's smart enough to know that it's easy to accidentally say something stupid like "that's a hoax too" or "oh, we're still completely opposed to doing anything about climate change".
